La propuesta del Máster amplia la formación para profesionales dedicados al desarrollo local, involucrados en la gestión y la transformación de las ciudades en países en vías de desarrollo -fundamentalmente de América Latina- enfatizando el intercambio de conocimientos y experiencias, además del establecimiento de redes para la cooperación y el desarrollo.

Se trata de un Máster, destinado a la formación de posgrado, título propio de la UPC, promovido desde el Departamento de Urbanismo y Ordenación del Territorio (DUOT) y en colaboración con la Escuela Técnica Superior de Arquitectura del Vallés (ETSAV).

El curso está dividido en dos etapas: la primera, presencial, entre enero y mayo de 2017 en Barcelona. La segunda, el desarrollo del proyecto final (Programa de Investigación), entre junio y diciembre de 2017. Esta etapa no exige horarios ni presencia obligatoria del alumno y se puede realizar desde el país de origen, pues el seguimiento se desarrolla a través de internet.

Las motivaciones para plantearlo son:

  • El desfase entre el incremento de la población urbana en los países en desarrollo y la necesidad de cuadros técnicos que aborden con capacitación suficiente las demandas de los gobierno para gestionar la ciudad y el territorio.
  • La creciente importancia de los gobiernos locales en los procesos urbanos y territoriales de desarrollo sostenible, exigiendo módulos formativos específicos para sus técnicos. Esta es ya una de las orientaciones formativas de la Escuela Técnica Superior de Arquitectura del Valléès, que pretende apoyar su docencia, investigación y transferencia tecnológica con una relación notable con el mundo del Gobierno Local.
  • La posibilidad de compartir la vasta experiencia de gestión urbana y territorial desarrollada en España, Cataluña y Barcelona durante los últimos 20 años. A escala local se han protagonizado las importantes transformaciones de las aglomeraciones urbanas: se han incrementado las dotaciones de carácter público, se ha recuperado el valor de los espacios públicos, se ha revisado y reordenado la mayoría de los planes urbanísticos y se han experimentado mecanismos de concertación entre el sector público y el capital privado para gestionar conjuntamente los recursos y las potencialidades existentes de la ciudad y el territorio.
  • La proximidad cultural con América Latina y el Mediterráneo que, además de facilitar el intercambio de conocimiento y experiencias durante el programa, facilita la consolidación de redes de ciudades, de cooperación y de investigación urbana.
  • La función social que ha de cumplir la Universidad, en un mundo cada vez más intercomunicado, explorando las oportunidades de la investigación y la formación conjunta para ayudar a la transformación de las condiciones de vida.

Aims

OBJETIVO PRINCIPAL

Capacitar a los profesionales para la acción pública en el campo de la ordenación, la planificación y la gestión de las ciudades, el territorio y el medio ambiente, con énfasis en el intercambio de conocimientos y experiencias tanto con profesionales similares del contexto catalán como entre los mismos profesionales que asisten al máster, estableciendo redes de cooperación y desarrollo.

OBJETIVOS ESPECÍFICOS

- Formar conocimiento técnico a partir de entender las ciudades, desde la especificidad del marco de cada contexto cultural y político-administrativo.
- Conocer y valorar nuevas propuestas (buenas prácticas) de gestión urbana y territorial a través de la transferencia de conocimientos.
- Preparar al profesional para el trabajo pluridisciplinar.

Who is it for

Dirigido a profesionales de las áreas de programación, urbanismo, planificación y gestión, procedentes de América Latina y / o países Mediterráneos, técnicos de un gobierno local, regional o estatal, organizaciones no gubernamentales y empresas de servicios, esencialmente implicados con el desarrollo local.

El máster requiere de una titulación reconocida: arquitectura, urbanismo, ingeniería, derecho, geografía, economía, sociología u otras titulaciones profesionales con nivel curricular a considerar por la coordinación académica del máster.

GOBIERNO LOCAL. Gobernanza y Gestión Relacional

Introduction to the concept and structures of governability at the local level: public administration, policies, services and formal management (structures, processes, timing and resources); in addition, public management as a process of deciding on interests generated by private-public partnerships is addressed from an ethical point of view.
Urban Planning
4 ECTS. 42 teaching hours.
COORDINATOR: Sebastià Jornet Forner

Presentation of recent experiences in urban planning in Catalonia, based on specific case studies, possibilities of the different scales, methodological contents, formulation processes, administrative procedures, implementation and subsequent evaluations.
This module includes a visit to the technical offices of those institutions which draft the Plans.
Local Development Planning (Alvar network)
4 ECTS. 28 teaching hours.
COORDINATOR: Josep Maria Carrera Alpuente

Introduction to local development and sustainable development strategies through recent experiences of planning in cities and regions with strong growth trends. Critical review of the implementation of participative processes, Local Agenda 21, conflicts and negotiations in the distribution of financial resources for economic, social and environmental policies in a territory.

Introduction to the conceptual framework of cultural landscapes as a strategy for local development based on heritage resources in a broad sense, and as a framework for the development of regional policies.
Urban Morphologies
4 ECTS. 28 teaching hours.

Analysis of the different urban realities in Latin America and Europe by contrasting the morphologies and functional structures originating in the urban explosion process which has characterised the last century. Investigation into innovative morphologies and landmark urban projects for urban planning and management of the city project.
Urban Infrastructures
4 ECTS. 28 teaching hours.

Analysis of relevant experiences in Latin America and Europe related to programmes, practises and interventions on the basic structures (urban facilities and environmental infrastructure), as well as the organisation of transport (both public and private) and mobility management in the different urban realities in order to optimise resources and reduce environmental and social impact.
Urban Planning Management
4 ECTS. 28 teaching hours.
COORDINATOR: Ferran Navarro Acebes

Analysis of relevant experiences in Latin America and Europe related to programmes, practises and interventions on the basic structures (urban facilities and environmental infrastructure), as well as the organisation of transport (both public and private) and mobility management in the different urban realities in order to optimise resources and reduce environmental and social impact.
The Self-Managed City and Human Settlements
4 ECTS. 28 teaching hours.

Analysis of the informal city phenomenon and study of policies, strategies and actions related to urban integration projects, with a presentation of specific experiences of reclassification and an in-depth study of techniques for the provision of decent housing and community infrastructures in urban transition situations.
Social Participation

COORDINATOR: María Herrero Canela

A closer, methodological look at interrelationships between urban development and social development, focusing on the analysis of social partners, social practises, and the formulation and management of participation in urban processes in European and Latin American cases. Specific experiences in Barcelona will be analysed related to the transformation of space and urban governability, to draw conclusions on how to develop social potentialities in cities by introducing experiences derived from creative innovations.
Sustainability
4 ECTS. 28 teaching hours.

Introduction to working guidelines in the city as a solution to environmental problems in the territory through the discussion of Local Agenda 21, Local Agenda 21 for Culture and the institutionalisation of environmental sustainability processes: reshaping of institutional structures to develop new tools, indicators, compensation mechanisms and environmental regulations; as well as the increase in public awareness and participation.
Project Evaluation and Practice
4 ECTS. 28 teaching hours.
COORDINATOR: Eduard Rodríguez i Villaescusa

Introduction to a set of tools for management, renewal and project financing at the local level as a complement to the traditional mechanisms of town councils. Using case studies from specific cities in Latin America and Europe as a basis, the pivotal role that local authorities can play in fulfilling the desired city project, by means of incentives and management of the resources at its disposal, will be analysed.

With more than eight years of professional activity in this sector, he has worked as a technical director in an aeronautical company and as a teacher at the UPC. Actually, he collaborates in several professional masters. He was awarded in the civil engineering domain with the Basf Award in 2006, and with the Celsa Award in 2007.
