This lifelong learning course can be attended as part of the master's degree Urban Planning and Sustainability or as part of the postgraduate course Spatial Planning.

La ciudad, el territorio, es el lugar donde se expresa el conjunto de relaciones económicas, culturales y sociales. En las nociones tradicionales de habitar, trabajar y de ocio, características del urbanismo racionalista, se ha añadido un conjunto de aspectos, cada vez más complejos, que obligan a redefinir el rol de las profesiones tradicionales involucradas en la planificación urbanística y territorial.

Algunos aspectos emergentes que tienen importancia creciente en la ordenación y la gestión del territorio son:

- La crisis del sistema de producción industrial.
- Los procesos de división del trabajo en el seno de la actividad terciaria.
- La irrupción de las tecnologías de la información y las telecomunicaciones.
- El desarrollo económico con el criterio de sostenibilidad. 
- Los cambios en la estructura demográfica de la población.
- Las migraciones a escala planetaria.
- La suburbanización residencial y el progresivo consumo de suelo.
- La interdependencia y competencia de la economía y de los territorios a escala global.
- Los hábitos sociales nuevos en el comercio y en el ocio.
- Los cambios experimentados en las infraestructuras del transporte y en la movilidad, etc.

En oposición a estos nuevos retos y oportunidades de la sociedad contemporánea, frente a las renovadas necesidades de ordenar de forma racional el territorio, destaca el acusado estancamiento de las profesiones tradicionales. Las formaciones académicas de grado continúan ancladas, en nuestro país, en la situación generada a raíz de la industrialización. Arquitectos, geógrafos, ingenieros industriales y de caminos, sociólogos, entre otras titulaciones, continúan siendo las titulaciones universitarias más relacionadas con el diseño y gestión de la ciudad y del territorio, no habiendo aparecido, ni en Catalunya ni en España, nuevas expresiones profesionales capacitadas para planificar la complejidad del territorio que caracteriza el siglo XXI.

Aims

Los objetivos específicos son:

- Analizar la evolución de la problemática territorial y urbana generada a partir de la revolución industrial y los sucesivos instrumentos y técnicas de planificación.

- Analizar las estructuras urbanas y de los elemtos de configuración territorial, así como el estudio de las herramientas actuales de planificación (legislación, planes, técnicas de ordenación, sistemas territoriales, gestión de la movilidad, participación, etc.)

Who is it for

- Profesionales de carreras técnicas de grado superior o técnico (Arquitectos e Ingenieros).
- Licenciados en Económicas, Geografía, Sociología.
- Ingenieros Técnicos o Superiores de diversas especialidades, planificacdores o similares.
- Profesionales que vinculen su actividad profesional en la planificación del territorio y técnicos de administraciones públicas.
- Profesionales que aunque no tengan una vinculación profesional directa con los contenidos del curso, les interese conocer de forma rigurosa todos aquellos aspectos teóricos y pràcticos vinculados a la planificación del territorio y la ciudad y sus condicionantes e implicaciones ambientales.

Subjects

Planificación Territorial y Urbana
10 ECTS. 60 teaching hours.
Once the theoretical and conceptual basics that guide development have been established, this module will turn to analysing the evolution of territorial and urban issues generated as a result of the industrial revolution and the successive instruments and planning techniques that have appeared to deal with these issues.

Analysis of urban structures and the elements of territorial configuration, as well as the study of current planning tools (legislation, plans, organising techniques territorial systems, mobility management, participation, etc.) that make up the core of this programme along with studies into new concepts and experiences from territorial planning.

This programme finishes with a module dedicated to government involvement and territorial organisation and will include the current debate over the territorial organisation of Catalonia, as well as a workshop about the development of case studies.

  • Roca Cladera, Josep
    Doctor in Architecture, UPC Professor. Director of the UPC Centre for Land Valuation Policy. The director of the Doctorate in Urban and Architectural Management and Valuation, which is unique in its kind in Spain as it combines the economic, legal, social and environmental processes involved in town and regional planning. He has written numerous articles related to the real estate economy, the analysis of territorial structures and the city. His most outstanding books focus on the theoretical analysis of the formation of land value and the practical application of valuation methods. Professor Roca is a leading figure in the Spanish and international sphere in the field of valuations, and especially those related to urban management processes. He has been a pioneer in Spain in teaching valuations at graduate level since from the appearance of master's degree courses in the early 1980s.

She has undertaken and directed research in the areas of urban planning, land and housing policy, and analysis of urban growth processes: Sprawl vs. Compact City, sustainable urban planning, sustainable mobility, public space, urban regeneration, civic culture, benefits and models of city management. She has held various public sector positions in the areas of housing, land, urban development and ecology, as well as regional and urban planning.

    Doctor in Architecture (UPC). Coordinator and/or director of several masters courses (Urban Ecology, Sustainable City and territory, environmental assessment or integration of urban planning, legislation, environmental management and diagnosis). He develops the professional activity in the administration of the Generalitat of Catalonia where, among other charges, has been head of the Planning Natural Environment (Department of Environment) and he is currently Head of Service Plans and Programs, in the General Division Environmental Assessment (Department of Planning and Sustainability).

    Doctor in Architecture and Urban Design. Professor of the Department of Urbanism and Regional Planning of the UPC. She has reconciled her teaching at the ETSAV with classes of Master in Urban Design and with her professional exercise in Castiñeira Corominas Sabaté SCP, CCRS architects, where it has developed numerous works of planning to several scales, territorial and urban.

Professor of the University of Lleida and the Polytechnic University of Catalonia. First Prize of Catalonia Urban General Plan 1995-2015 Lleida. Project Coordinator "Management and control of urbanization" of the URB-AL Network on tools for urban income redistribution. Program Director of the International Union of Architects and UNESCO Chair on "Intermediate Cities, Urbanization and Development".

    Gabriel A. Palacio is a Senior Regional Planner and Responsible for the Implementation of Regional Planning at the Department of Territory and Sustainability of the Generalitat (Autonomous Government) of Catalonia. Graduated in Planning and Architecture from Polytechnical University of Catalonia (UPC), he has over 25 years of professional experience on Regional Planning, in which he has held different positions. He specializes in Regional Planning development, implementation and connection to more or less related matters such as Urban Planning, Environmental & Legal Issues, Landscape Policies, Land Stewardship and Rural Development, among others.

Lifelong learning diploma issued by the Universitat Politècnica de Catalunya. To obtain this degree it is necessary to have an official or recognized university degree equivalent to a bachelor's degree or diploma. Otherwise, the Fundació Politècnica de Catalunya will only award them a a certificate of completion.
