The enrolment fee can be paid:

Why this continuing education master's degree?
The Master's proposal extends the training for professionals dedicated to local development, involved in the management and transformation of cities (mainly in Latin America), emphasizing the exchange of knowledge and experiences, as well as the establishment of networks for cooperation and development.

It is a Master's Degree, promoted by the Department of Urban Planning and Territorial Planning and in collaboration with the Superior Technical School of Architecture of Vallès (ETSAV).



The motivations to raise it are:
  • The gap between the increase in the urban population and the need for technical cadres that adequately address the demands of governments to manage the city and the territory.
  • Growing importance of local governments in the urban and territorial processes of sustainable development, demanding specific training modules for their technicians. This is already one of the formative orientations of the Higher Technical School of Architecture of the Vallès, which aims to support teaching, research and technology transfer with a remarkable relationship with the world of Local Government.
  • Possibility of sharing the vast experience of urban and territorial management developed in Spain, Catalonia, and Barcelona during the last 20 years. The cultural proximity to Latin America and the Mediterranean that, in addition to facilitating the exchange of knowledge and experiences during the program, facilitates the consolidation of networks of cities, cooperation and urban research.
  • Social function to be fulfilled by the University, in an increasingly interconnected world, exploring the opportunities of research and joint training to help the transformation of living conditions.
Aims
  • General aim:
    • Train urban professionals for public action in the field of planning, planning and management of cities, territory and the environment, with emphasis on the exchange of knowledge and experiences with similar professionals in the Catalan context among the same professionals who attend the master's degree, establishing cooperation and development networks.
  • Specific aims:
    • Acquisition of technical knowledge from the understanding of cities, from the specificity of the framework of each cultural and political-administrative context.
    • To know and evaluate new proposals (good practices) of urban and territorial management through the transfer of knowledge
    • Prepare the professional for multidisciplinary work.
Who is it for?
Professionals in the areas of urban planning, planning and management, technicians of a local, regional or state government, non-governmental organizations and service companies, essentially involved with local development.

The master's degree requires a recognized degree: architecture, urban planning, engineering, law, geography, economics, sociology, etc ...

Reflections on the urban fact, the city, its new role in the world and the importance of its good government, understanding the institutions, the urban and government management (formal and informal) as the rules of urban coexistence and its need for sustainable human development.
Approaches to municipal financing models and their consequences in the provision of local public services, based on practical cases, methods and techniques of relational management and networking.

M02. PLANIFICACIÓN URBANÍSTICA: Urbanismo Comparado Internacional
Coordinator: Sebastià Jornet Forner

Scales, instruments, plans, strategies, methods and techniques of urban planning, based on real experiences developed in Catalonia and the management instruments incorporated in the planning phase, will be the basis of the training of this planning subject urban planning, which will be complemented with the International Comparative Urbanism sessions, as a reading and learning way of other ways of understand the rules of urban planning and management in different territories and countries, aware that urban planning continues to be an instrument of service to social progress, essential for the government and democratic transformation of settlements and territories.

Local Development Planning (Alvar network)

Present local and sustainable development strategies through recent planning experiences in cities and territories of the European and Latin American context with strong growth dynamics or in the process of transformation, establishing analogies between concepts, formulation of plans and instruments. Review and critical analysis on the implementation of policies and strategies in processes of development of territorial development plans, through participatory processes (local agenda 21, culture, etc.) and the management of conflicts and negotiations between the various agents. Deepening of new development strategies based on heritage resources (tangible and intangible) as a resource for the development of territorial policies that arise from the local reality and that are read as "cultural landscape".

Urban Planning Management

Describe the elements of the land policy management model: the form of tenure, ownership of property, management mechanisms, urbanization process, cost management and its impact, formation of urban rents and capital gains, public land assets and other forms of tenure. Bases and notions of urban management, urban economy and its articulation in city management processes, based on Spanish legislation and with reference to other regional regulations, focusing on the knowledge acquired in concrete and applicable formulations in Latin American cities, starting with of the comparative analysis of the capacities of intermediate cities to define urban and land policies.

As a necessary complement to the urban management processes, the module proposes to investigate the potential for mobilizing instruments or mechanisms, direct and indirect, public and/or private, that arise from the agreement between the various sectors that facilitate the negotiation and enable financing of urban operations.

Plan Base Workshop
Coordinator: Josep Mª Llop Torné

Focused on the study of intermediate cities, the UIA-CIMES Program notes the lowest economic and technical resources available to this type of cities for their urban development. However, in the same way as the other cities that have these resources, they need to planning instruments to guide sustainable and strategic development. From this observation arises the initiative of the Base Plan, a document at once simple and flexible, since its realization does not require important means and allows these cities to make a state of the issue of their urban development, lead a reflection and define the proposals on priority actions.

Taller Área Metropolitana de Barcelona
In the process of drafting the Urban Master Plan of the Barcelona Metropolitan Area (PDU-AMB), the workshop proposes to address three issues:

  • To know the object, objectives, methodology, instruments and products elaborated by the PDU-AMB;
  • Explore (analysis and diagnosis of problems and potential for change) in three relevant topics of the Plan that will be recommended by the Barcelona metropolitan area;
  • Make comprehensive proposals for the solution of the issues raised at the plan scale, but also testing project proposals specific.

The Workshop will pay special attention to how to represent, describe and communicate the proposals with new choreographic devices that innovate the visualization utilities of metropolitan projects.

Degree
Continuing education master's degree issued by the Universitat Politècnica de Catalunya. Issued by virtue of the provisions of art. 7.1 of Organic Law 2/2023 of 22 March, concerning the University System, and art. 36 of Royal Decree 822/2021 of 28 September, which establishes the organisation of university education and the procedure for ensuring its quality. A prior official university qualification is necessary to obtain it. Otherwise, the student will receive a certificate of completion of the course issued by the Fundació Politècnica de Catalunya. Lifelong learning studies at the Universitat Politècnica de Catalunya are approved by the University's Governing Council on an annual basis. (See details appearing on the certificate).

Learning methodology

The teaching methodology of the programme facilitates the student's learning and the achievement of the necessary competences.

The course is divided into two stages:

The first, face-to-face, between February and June 2024 in Barcelona.

The second, online, development of Master Thesis, between June 2024 and January 2025. This stage does not require schedules or mandatory student presence and can be done from the country of origin, as the monitoring is developed by Internet.






Learning tools
Participatory lectures
A presentation of the conceptual foundations of the content to be taught, promoting interaction with the students to guide them in their learning of the different contents and the development of the established competences.
Case studies
Real or hypothetical situations are presented in which the students, in a completely participatory and practical way, examine the situation, consider the various hypotheses and share their own conclusions.
Success stories
Outstanding business knowledge and experiences with high added value acquired during an outstanding professional career are presented and shared.
Visits
These visits are to specialist centres, companies in the sector or outstanding and important locations in the sector, in order to obtain knowledge in situ of development, production and demonstration environments within the programme.
Tutorship
Students are given technical support in the preparation of the final project, according to their specialisation and the subject matter of the project.
Streaming sessions
Synchronous online interactive open sessions will be planned. Professors attend these sessions and students pose questions and address their concerns. Synchronous sessions will be scheduled in calendar.
Assessment criteria
Attendance
At least 80% attendance of teaching hours is required.
Work out projects
Studies on a specific topic, by individuals or groups, in which the quality and depth of the work is assessed, among other factors.
Completion and presentation of the final project
Individual or group projects in which the contents taught in the programme are applied. The project can be based on real cases and include the identification of a problem, the design of the solution, its implementation or a business plan. The project will be presented and defended in public.
Work placements & employment service
Students can access job offers in their field of specialisation on the My_Tech_Space virtual campus. Applications made from this site will be treated confidentially. Hundreds of offers of the UPC School of Professional & Executive Development employment service appear annually. The offers range from formal contracts to work placement agreements.
Virtual campus
The students on this continuing education master's degree will have access to the My_ Tech_Space virtual campus - an effective platform for work and communication between the course's students, lecturers, directors and coordinators. My_Tech_Space provides the documentation for each training session before it starts, and enables students to work as a team, consult lecturers, check notes, etc.

How to start admission
To start the enrolment process for this programme you must complete and send the form that you will find at the bottom of these lines.

Next you will receive a welcome email detailing the three steps necessary to formalize the enrolment procedure:

1. Complete and confirm your personal details.

2. Validate your curriculum vitae and attach any additional required documentation, whenever this is necessary for admission.

3. Pay €110 in concept of the registration fee for the programme. This fee will be discounted from the total enrolment fee and will only be returned when a student isn't admitted on a programme.

Once the fee has been paid and we have all your documentation, we will assess your candidacy and, if you are admitted on the course, we will send you a letter of acceptance. This document will provide you with all the necessary information to formalize the enrolment process for the programme.
