Why this learning pill?
Since 2021, Spanish regulations require the development of Low Emission Zones (LEZ) to improve air quality in municipalities. The new measure on Climate Change and Energy Transition establishes that Spanish municipalities with more than 50,000 inhabitants, island territories, and municipalities with more than 20,000 inhabitants exceeding regulated pollutant limit values must have these zones in place before 2023.

On a European scale, in line with the United Nations Sustainable Development Goals (SDGs), public authorities and regulators are promoting healthy and efficient mobility systems daily. Environmental, social, and economic factors can reshape the landscape of future mobility—an ecosystem historically subject to stringent regulations. Presently, the majority of European cities are already implementing LEZ.

Therefore, the training of professionals who will be responsible for implementing these zones is essential, as it is necessary to ensure that they have the necessary knowledge to successfully implement a LEZ. Their preparation will determine the ability to overcome challenges that may arise from the implementation of a LEZ, such as the lack of a clear definition of these zones, issues related to digitization, innovation, governance, as well as implementation issues, among others.

This underscores the imperative need for the training of professionals tasked with executing this deployment, ensuring they possess the requisite knowledge for the successful implementation of a LEZ. Their preparedness will determine their ability to surmount challenges arising from the implementation of a LEZ, such as the lack of a clear definition of these zones, issues related to digitization, innovation, governance, as well as application-related concerns, among others.

The faculty for this program comprises technicians and professionals from the Metropolitan Area of Barcelona and its constituent municipalities, professors from the UPC, and external experts. It also benefits from the guidance and participation of companies providing services related to the operationalization of a LEZ.

This pill is funded by EIT Urban Mobility, an entity dedicated to stimulating growth and innovation in urban mobility at the European level, and the registration is completely free.

Theoretical Framework for the Deployment of the Low Emission Zone
In this initial segment of the seminar, we will provide a contextualization of the knowledge necessary for the proper implementation of a Low Emission Zone (ZBE) through asynchronous video capsules and study materials. The following topics will be covered:
  • Regulatory framework for local emissions.
  • ZBE Project: Definition of the ZBE perimeter.
  • Delimitation and design of ZBE.
  • Guide for local regulations.
  • Traffic management.
  • Governance and relationship among different stakeholders.
  • ZBE in Catalan municipalities.
  • Air quality, health, and mobility.
  • Mobility management.
  • Technical guide for ZBE implementation.
  • Guidelines for the creation of ZBE.

Face-to-face
24/10 - Practical Application and Use Cases
During the two face-to-face sessions, of 4 hours each, applied examples of the knowledge acquired in the first part of the seminar will be presented by experts with experience in completed deployments who will share their insights. Throughout the two days, the following topics, along with corresponding case studies, will be addressed, interspersed with business presentations of interest to attendees:
  • Regulatory framework, assessment of ZBEs, and delimitation and design of ZBEs.
  • Technical deployment of ZBEs in municipalities and monitoring and enforcement.
  • Data and ICT platforms, artificial intelligence, and demand management.
  • Citizen participation, social acceptance of ZBEs, and communication strategies.

The teaching methodology of the programme facilitates the student's learning and the achievement of the necessary competences.

Interaction among participants, the faculty, and industry companies will be fostered through workshops, team projects, fairs, conferences, etc.

His topics of research are city logistics and public transport service design. He has directed or participated in more than 50 R+D+i projects, 10 of national public calls and 8 in European projects (FPVII-H2020-EIT UM Innovation calls).
