This postgraduate course is also part of the training track for the master's degree Urban Planning and Sustainability.

Este programa se plantea como un cuerpo básico de contenidos específicos requeridos para la Planificación Territorial. La ciudad, el territorio, es el lugar en el que se expresa el conjunto de relaciones económicas, culturales y sociales. A las nociones tradicionales de habitar, de trabajar y de ocio, características del urbanismo racionalista, se han añadido un conjunto de aspectos cada vez más complejos. Éstos obligan a definir de otra manera el rol de las profesiones tradicionales involucradas en la planificación urbanística y territorial, así como aquellas que tienen relación con el desarrollo sostenible de los espacios naturales y de los procesos de artificialización del territorio. Algunos de los aspectos que toman una importancia creciente en la ordenación y gestión sostenible del territorio son la crisis del sistema de producción industrial, los procesos de división del trabajo dentro de la actividad terciaria, la irrupción de las TIC, el desarrollo económico con el criterio de sostenibilidad, los cambios en la estructura demográfica de la población, las migraciones a escala planetaria, la suburbanización territorial y el progresivo consumo de suelo, la interdependencia y competencia de la economía y de los territorios a escala global, los nuevos hábitos sociales en el comercio y en el ocio, los cambios experimentados en las infraestructuras del transporte y en la mobilidad, etc.
En opocición a estos nuevos retos de la sociedad contemporánea, destaca el estancamiento de las profesiones tradicionales, en las que las transformaciones de grado continuan ancladas, en nuestro país, en la situación generada con la industrialización.
Arquitectos, geógrafos, ingenieros industriales y de caminos, sociólogos, entre otros, continuan siendo titulaciones universitarias más relacionadas con el diseño y la gestión, no habiendo aparecido en España, nuevas expresiones profesionales capacitadas para planificar la complejidad del territorio que caracteriza el siglo XXI.
En el caso de estudiantes extranjeros, o españoles no arquitectos; sin conocimientos del Marco Jurídico de la Planificación y la Gestión Urbana en España, se recomienda la realización de la materia Introducción al Derecho Urbanístico Español, que proporciona un conjunto de contenidos introductorios que aseguran una base de conocimientos mínimos comunes, muy útiles para la futura realización del posgrado.

  • Afrontar la formación de especialistas multidisciplinarios capacitados para afrontar la planificación y la gestión de la ciudad y el territorio en el siglo XXI. Auténticos planificadores "planners" (en la denominación anglosajona), de los sistemas urbanos y territoriales contemporáneos.
  • Valorar la regulación del suelo, la morfología edificadora y la morfología del terreno.
  • Identificar los instrumentos de la gestión ambiental del territorio y de la evaluación que permita medir el valor económico y social de los bienes sin un mercado manifiesto, como los ambientales o los espacios urbanos.

Planificación Territorial y Urbana
10 ECTS. 60 teaching hours.
Once the theoretical and conceptual basics that guide development have been established, this module will turn to analysing the evolution of territorial and urban issues generated as a result of the industrial revolution and the successive instruments and planning techniques that have appeared to deal with these issues.

Analysis of urban structures and the elements of territorial configuration, as well as the study of current planning tools (legislation, plans, organising techniques territorial systems, mobility management, participation, etc.) that make up the core of this programme along with studies into new concepts and experiences from territorial planning.

This programme finishes with a module dedicated to government involvement and territorial organisation and will include the current debate over the territorial organisation of Catalonia, as well as a workshop about the development of case studies.
Gestión, Gobernanza y Políticas Urbanas
5 ECTS. 30 teaching hours.
This module analyses the different land and housing policy models, from their historical appearance to the stated objectives when they were being created. This class will deal with the relationship between land use policy and the real estate market, emphasising factors that, from an urban planning point of view, can influence the normalisation of the land market. As well, this class will draw on the study of different land and housing policies, focusing on critical analysis of the predominant policies: land market liberalisation, interventionism, etc. It is from this perspective that the main elements of urban policy will be developed in the class (analysis of land and housing supply and demand, market accessibility, financing, fiscal policy, etc.). As well, it will include analysis of the current basic management tools, such as expropriation, obtaining land for free as a result of private management, land set aside for public housing, public land equities, market intervention, renting policies, etc.
Geographic Information Systems
5 ECTS. 30 teaching hours.
Basic knowledge on geographic information systems, the structure of graphic and alphanumeric data, their components and working procedures. Relevant concepts on urban and territorial structure, working criteria and procedures, fundamentally to visualize them in a synthetic way on a municipal level, using maps. Defining processes to explore and show different factors that converge in an environment, spatial relations and an integrating approach to many components yielding a qualitative improvement allowing to combine elements and make a synthesis of contents exploring urban information bases in a digital format and using computer applications based on conventional GISs Desktop aping (PC).

  • Roca Cladera, Josep
    Doctor in Architecture, UPC Professor. Director of the UPC Centre for Land Valuation Policy. The director of the Doctorate in Urban and Architectural Management and Valuation, which is unique in its kind in Spain as it combines the economic, legal, social and environmental processes involved in town and regional planning. He has written numerous articles related to the real estate economy, the analysis of territorial structures and the city. His most outstanding books focus on the theoretical analysis of the formation of land value and the practical application of valuation methods. Professor Roca is a leading figure in the Spanish and international sphere in the field of valuations, and especially those related to urban management processes. He has been a pioneer in Spain in teaching valuations at graduate level since from the appearance of master's degree courses in the early 1980s.

    Architect by the University of Valparaíso (Chile), Master in Urban Management by the FPC-UPC and Master in Management and Urban Assessment by the UPC. Course coordinator of the training programs organized by the Center for Land Policy and Valuations (CPSV), in which he also works as a researcher. Invited professor in the themes of Urban Management, Planning and ICT applied to territorial and urban analysis.

    Arquitecto. Doctor en Gestión y Valoración Urbana. Responsable de Remodelación de Barrios. Departamento de Medio Ambiente y Vivienda de la Generalitat de Catalunya.
  • Burón Cuadrado, Francisco Javier
    Universidad de País Vasco. Hasta mayo del 2009 Viceconsejero de Vivienda del Gobierno Vasco, anteriormente Director de Planificación y Procesos Operativos de Vivienda del Gobierno Vasco y en septiembre del 2009 se incorporó en el área de derecho público del despacho Cuatrecasas Gonçalves Pereira. Actualmente, socio de URBANIA ZH GESTION, EKITEN THINKING - EHU-UPV. Reforma administrativa y políticas de vivienda.
  • Carceller Roqué, Xavier
    Doctor in Architecture (UPC). Professor of courses in Urban Ecology, Sustainable City and Territory, Environmental Assessment or Integration of Urban Planning, Legislation, Environmental Management and Diagnosis. He develops the professional activity in the administration of the Generalitat of Catalonia where, among other charges, has been head of the Planning Natural Environment (Department of Environment) and he is currently Head of Service Plans and Programs, in the General Division Environmental Assessment (Department of Planning and Sustainability).
  • Carrera Alpuente, Josep Maria
    Architect from the ETSAB since 1983, Coordinator of the Territorial Metropolitan Plan of Barcelona, currently Head of Cabinet of the Presidency of the AMB.
  • Clavell Nadal, Dolors
    Licenciada en Derecho, ha sido parlamentaria en Cataluña entre 2003-2010. Es especialista en derecho administrativo. Profesora en cursos de posgrado en la Universitat Pompeu Fabra (UPF) imparte varios cursos relacionados con el urbanismo y la vivienda. Ha trabajado como asesora de derecho administrativo, medio ambiente, urbanismo y vivienda para varias administraciones, entidades y particulares. Ha intervenido en la redacción de instrumentos de planeamiento y gestión urbanística y en procesos de regeneración urbana en centros degradados. Ha sido consultora internacional en proyectos en la América Latina, en cuestiones relativas a la legislación administrativa, urbanística y de contratación pública. Es miembro de la Asociación Catalana de Juristas Demócratas.
  • Esquius Rafat, Andreu
    Ingeniero de Caminos, Canales y Puertos por la UPC (1992), con las especialidades de Transportes y Ordenación del Territorio. Socio y director adjunto de MCRIT SL, empresa consultora especializada en el asesoramiento a la administración y a grandes empresas públicas y privadas.
  • Esteban Noguera, Juli
    Architect, Doctor Honoris Causa by the UPC (2011) for his long career in urban planning. He participated in the drafting of the General Metropolitan Plan of Barcelona and was the director of the Urban Planning Services of the metropolitan institutions of Barcelona (1977-1992). He directed the City Planning Office of Barcelona (1992-2004) and the Territorial Planning Program of the Generalitat de Catalunya (2004-2010). He is the author of Elements of Urban Planning (1980, 1998) and Urban Planning: concepts, tools and practices (2001, 2010).
  • Jornet Forner, Sebastià
    Urban Architect (UPC, 1987). Associate Professor of the Department of Urban Planning and Territorial Planning of the UPC. President of the Agrupación de arquitectos Urbanistas de Cataluña (AAUC). Professor in various training courses in the field of urban planning and management at the UPC, Bar Association of Barcelona and the Sert School of the College of Architects of Catalonia. European Prize of Urbanism 2010 and National Prize of Urbanism of Spain 2006 by the Plan in the district of the Mine in Sant Adrià de Besòs with the office of Jornet Llop Pastor arquitectos.
  • Lambies Ortin, Enric
    Abogado por la Universitat de Barcelona, técnico urbanista y secretario de administración local. Ha ocupado diversos cargos directivos en los Servicios de Urbanisme del Ajuntament de Barcelona y de Coordinación con el Área Metropolitana de Barcelona. Docente en el campo del derecho urbanístico en la Escola d'Administració Pública de Catalunya.
  • Llop Torné, Josep Maria
    Architect Planner (UPC, 1973). Director Planning and Environment of Lleida (1979-1988 and 1991-2003). Director of Planning of the City of Barcelona (1987-1991), before the 1992 Olympic Games. Professor of the University of Lleida and the Polytechnic University of Catalonia. First Prize of Catalonia Urban General Plan 1995-2015 Lleida. Project Coordinator "Management and control of urbanization" of the URB-AL Network on tools for urban income redistribution. Program Director of the International Union of Architects and UNESCO Chair on "Intermediate Cities, Urbanization and Development".
  • Mariño Bermúdez, Xavier
    Architect for the ETSAB-UPC. He has developed his professional career mainly in the world of urban and territorial planning in the public sector, with the exception of an intense stage (2007-2011) focused on urban projects and building, in the private sector. He has collaborated in the Department of Urban Planning and Planning of the ETSAB-UPC. He has been an external technical adviser to the AMB. At the moment, Head of the writing Service of the Master Plan Director of Services of Urbanism of the AMB.

    Gabriel A. Palacio is a Senior Regional Planner and Responsible for the Implementation of Regional Planning at the Department of Territory and Sustainability of the Generalitat (Autonomous Government) of Catalonia. Graduated in Planning and Architecture from Polytechnical University of Catalonia (UPC), he has over 25 years of professional experience on Regional Planning, in which he has held different positions. He specializes in Regional Planning development, implementation and connection to more or less related matters such as Urban Planning, Environmental & Legal Issues, Landscape Policies, Land Stewardship and Rural Development, among others.

    Architect, Master in Management and Urban Assessment by the UPC, Full Professor of the Chair of Assessments, Urban Law and Legal Architecture of the UPC. He has been a Municipal Architect in the field of planning, licensing and urban management. Expert in matters related to regulations in building, urban planning, management and urban valuation. Participates in the teaching of postgraduate courses in different universities and professional colleges. He is the author of numerous books and manuals on legal architecture, valuations and urban management.

General Director of Housing and Rehabilitation (2003-2005 and 2009-2011) and General Director of Urban Planning of the Government of Aragon (2005-2007). Member of the Administrative Contracting Advisory Board of Aragón. Currently serves as General Secretary of the Presidency of Aragon.

Amplia y prestigiosa dedicación en el sector público en diversos cargos, como jefa del Servicio de estudios, responsable de la secretaría, y Directora General de la Dirección General de Vivienda de la Generalitat. Consultora experta en el sector privado, realizando análisis del sector inmobiliario y de la construcción de viviendas, desde las vertientes sociales, económicas y de políticas públicas. Issued pursuant to art. 34.1 of Organic Law 4/2007 of 12 April, amending Organic Law 6/2001 of 21 December, concerning Universities. To obtain this degree it is necessary to have an official. Otherwise, the Fundació Politècnica de Catalunya will only award them a a certificate of completion.
