Why this programme?
The city, the territory, is the place where the set of economic, cultural and social relations is expressed. In the traditional notions of living, working and leisure, characteristics of rationalist urbanism, a set of increasingly complex aspects has been added, which require redefining the role of the traditional professions involved in urban and territorial planning.

Some emerging aspects that have increasing importance in the planning and management of the territory are:

  • The crisis of the industrial production system:
  • The processes of division of labor within tertiary activity.
  • The irruption of information technologies and telecommunications.
  • Economic development with the criterion of sustainability.
  • Changes in the demographic structure of the population.
  • Migrations on a planetary scale.
  • Residential suburbanization and the progressive consumption of land.
  • The interdependence and competition of the economy and territories on a global scale.
  • New social habits in commerce and leisure.
  • Changes experienced in transport infrastructures and mobility, etc.

In opposition to these new challenges and opportunities of the contemporary society, in front of the renewed needs of ordering of rational form the territory, it emphasizes the accused stagnation of the traditional professions. The academic formations of degree continue anchored, in our country, in the situation generated as a result of the industrialization. Architects, geographers, industrial and road engineers, sociologists, among other degrees, continue to be the university degrees most related to the design and management of the city and the territory, not having appeared, neither in Catalonia nor in Spain, new professional expressions trained to plan the complexity of the territory that characterizes the 21st century.

Aims

The specific objectives are:

  • Analyze the evolution of the territorial and urban problems generated from the industrial revolution and the successive instruments and planning techniques.
  • Analyze the urban structures and the elements of territorial configuration, as well as the study of the current planning tools (legislation, plans, planning techniques, territorial systems, mobility management, participation, etc.).

  • Technical career professionals of a higher or technical degree (Architects and Engineers).
  • Bachelors in Economics, Geography, Sociology.
  • Technical Engineers or Superiors of diverse specialties, planners or similar.
  • Professionals that link their professional activity in the planning of the territory and technicians of public administrations.
  • Professionals who, although they do not have a direct professional link with the contents of the course, are interested in knowing in a rigorous way all those theoretical and practical aspects related to the planning of the territory and the city and its conditioning and environmental implications.

Territorial Planning and Urban
  • The genesis of urban planning, its evolution and territorial and urban problems generated from the industrial revolution.
  • Study of urban paradigms:
    • The urban phenomenon of the twentieth century.
    • Urban expansion and suburbanization versus compactness.
    • Crisis and decadence of urban centers.
    • The monocentric city and polycentric models.
    • The evolution of the current city "post-Fordism".
    • The economy and the city of knowledge.
    • The environmental, economic and social sustainability of urban structures.
    • Immigration and social segregation, closed neighborhoods, metropolitanization, megalopolis, intermediate cities, among others.
  • The European territorial strategy. The balanced development of the regions. The European Territorial Agenda. Towards an Inclusive, Smart and Sustainable Europe of Diverse Regions.
  • Spanish urban law. Concept and evolution of urban law in the Spanish state. The principles and structure of the regulatory system of urbanism. Urban planning techniques: classification and qualification of the land, the legal regime of the land and the execution of the planning.
  • Territorial planning in Catalonia is explained at a regional level. Study of the Territorial Plans, Territorial Plans and the Master Plans, in addition to other sectoral plans of incidence in the territory such as mobility, housing or infrastructure.
  • At the local scale, the General Urban Planning System, its competencies and scope are analyzed. Municipal Urban Planning Plans (POUM), Municipal Urban Action Programs (PAUM) and Derived Urban Planning: Special, Partial, Improvement and Delimitation Plans.
  • Prospective planning instruments.
  • Analysis of urban renewal plans and programs.
  • Practical workshops on case studies at a territorial scale as well as experiences on an urban scale.
  • Visits (in the morning) to the Territory and Urban Planning areas of the Generalitat de Catalunya, Serveis d'Urbanisme of the Metropolitan Area of ​​Barcelona (AMB) and the urban planning area of ​​the Barcelona City Council.
The UPC School reserves the right to modify the contents of the programme, which may vary in order to better accommodate the course objectives.
Degree
Lifelong learning diploma issued by the Universitat Politècnica de Catalunya. Issued pursuant to art. 34.1 of Organic Law 4/2007 of 12 April, amending Organic Law 6/2001 of 21 December, concerning Universities. To obtain this degree it is necessary to have an official. Otherwise, the Fundació Politècnica de Catalunya will only award them a a certificate of completion.

Learning methodology

The teaching methodology of the programme facilitates the student's learning and the achievement of the necessary competences.

Learning tools
Participatory lectures
A presentation of the conceptual foundations of the content to be taught, promoting interaction with the students to guide them in their learning of the different contents and the development of the established competences.
Practical classroom sessions
Knowledge is applied to a real or hypothetical environment, where specific aspects are identified and worked on to facilitate understanding, with the support from teaching staff.
Solving exercises
Solutions are worked on by practising routines, applying formulas and algorithms, and procedures are followed for transforming the available information and interpreting the results.
Success stories
Outstanding business knowledge and experiences with high added value acquired during an outstanding professional career are presented and shared.
Assessment criteria
Attendance
At least 80% attendance of teaching hours is required.
Level of participation
The student's active contribution to the various activities offered by the teaching team is assessed.
Solving exercises, questionnaires or exams
Individual tests aimed at assessing the degree of learning and the acquisition of competences.
Work placements & employment service
Students can access job offers in their field of specialisation on the My_Tech_Space virtual campus. Applications made from this site will be treated confidentially. Hundreds of offers appear annually of the UPC School of Professional & Executive Development employment service .The offers range from formal contracts to work placement agreements.
Virtual Campus
The students on this lifelong learning course will have access to the My_Tech_Space virtual campus, an effective work and communication platform for students, lecturers and course directors and coordinators. My_Tech_Space allows students to find background material for their classes, to work in teams, ask their lecturers questions, consult their marks, etc.

  • Arellano Ramos, Blanca Esmaragda
    Architect. Holds a Master's degree in Urban Management and Valuation from the Polytechnic University of Catalonia. Associate lecturer at the Department of Architectural Technology of the ETSAB, researcher at the Land Policy and Valuations Centre at the Polytechnic University of Catalonia, and a member of the Quality of Urban Life and Sustainability research group. She has conducted and directed research in the areas of urban planning, land and housing policy, analysis of urban growth processes: Sprawl vs. Compact City, sustainable urbanism, sustainable mobility, public space, urban regeneration, citizen culture, capital gains and city management models. She has held various positions in the public sector in the areas of housing, land, urban development and ecology, as well as territorial and urban planning.
  • Roca Cladera, Josep
    A Doctor in Architecture, and Professor at the UPC. Director of the Land Policy and Valuations Centre at the UPC. He is director of the Doctorate Course in Urban and Architectural Management and Valuation, a unique programme in Spain as it combines the economic, legal, social and environmental processes that underlie the planning of the city and the territory. He is the author of numerous articles related to the real estate economy, the analysis of territorial structures and the city. His most well-known books focus on the theoretical analysis of the formation of land value and on the practical application of valuation methods. Dr Roca is a national and international benchmark in the valuations field, and especially those related to urban management processes. He has been a Spanish pioneer in teaching valuations at the postgraduate level since the appearance of master's degree courses in the early 1980s.

    Architect by the University of Valparaíso (Chile), Master in Urban Management by the FPC-UPC and Master in Management and Urban Assessment by the UPC. Course coordinator of the training programs organized by the Center for Land Policy and Valuations (CPSV), in which he also works as a researcher. Invited professor in the themes of Urban Management, Planning and ICT applied to territorial and urban analysis.
  • Carceller Roqué, Xavier
    Doctor in Architecture (UPC). Professor of courses in Urban Ecology, Sustainable City and Territory, Environmental Assessment or Integration of Urban Planning, Legislation, Environmental Management and Diagnosis. He develops the professional activity in the administration of the Generalitat of Catalonia where, among other charges, has been head of the Planning Natural Environment (Department of Environment) and he is currently Head of Service Plans and Programs, in the General Division Environmental Assessment (Department of Planning and Sustainability).
  • Carrera Alpuente, Josep Maria
    Architect from the ETSAB since 1983, Coordinator of the Territorial Metropolitan Plan of Barcelona, currently Head of Cabinet of the Presidency of the AMB.
  • Esquius Rafat, Andreu
    Civil Engineer, Channels and Ports by the UPC (1992), with the specialties of Transport and Regional Planning. Partner and Deputy Director of MCRIT SL, a consulting company specialized in advising the administration and large public and private companies.
  • Esteban Noguera, Juli
    Architect, Doctor Honoris Causa by the UPC (2011) for his long career in urban planning. He participated in the drafting of the General Metropolitan Plan of Barcelona and was the director of the Urban Planning Services of the metropolitan institutions of Barcelona (1977-1992). He directed the City Planning Office of Barcelona (1992-2004) and the Territorial Planning Program of the Generalitat de Catalunya (2004-2010). He is the author of Elements of Urban Planning (1980, 1998) and Urban Planning: concepts, tools and practices (2001, 2010).
  • Jornet Forner, Sebastià
    Urban Architect (UPC, 1987). Associate Professor of the Department of Urban Planning and Territorial Planning of the UPC. President of the Agrupación de arquitectos Urbanistas de Cataluña (AAUC). Professor in various training courses in the field of urban planning and management at the UPC, Bar Association of Barcelona and the Sert School of the College of Architects of Catalonia. European Prize of Urbanism 2010 and National Prize of Urbanism of Spain 2006 by the Plan in the district of the Mine in Sant Adrià de Besòs with the office of Jornet Llop Pastor arquitectos.
  • Llop Torné, Josep Maria
    Architect Planner (UPC, 1973). Director Planning and Environment of Lleida (1979-1988 and 1991-2003). Director of Planning of the City of Barcelona (1987-1991), before the 1992 Olympic Games. Professor of the University of Lleida and the Polytechnic University of Catalonia. First Prize of Catalonia Urban General Plan 1995-2015 Lleida. Project Coordinator "Management and control of urbanization" of the URB-AL Network on tools for urban income redistribution. Program Director of the International Union of Architects and UNESCO Chair on "Intermediate Cities, Urbanization and Development".
  • Palacio i Villacampa, Gabriel Àngel
    Senior territorial planner, is responsible for the development of territorial thinking in the Department of Territory and Sustainability of the Generalitat de Catalunya. Architect from the Polytechnic University of Catalonia (UPC), has accumulated a professional experience in territorial planning for almost 30 years, during which he has held different technical positions. It is specialized in the formulation and application of territorial planning, and its connection with other more or less related matters, such as urban planning, housing, landscape policies, territory custody, rural development, between others, and the environmental and legal implications that arise from them.
  • Perez Lamas, Carlos
    Architect, Master in Management and Urban Assessment by the UPC, Full Professor of the Chair of Assessments, Urban Law and Legal Architecture of the UPC. He has been a Municipal Architect in the field of planning, licensing and urban management. Expert in matters related to regulations in building, urban planning, management and urban valuation. Participates in the teaching of postgraduate courses in different universities and professional colleges. He is the author of numerous books and manuals on legal architecture, valuations and urban management.

How to start admission
To start the enrolment process for this programme you must complete and send the form that you will find at the bottom of these lines.

Next you will receive a welcome email detailing the three steps necessary to formalize the enrolment procedure:

1. Complete and confirm your personal details.

2. Validate your curriculum vitae and attach any additional required documentation, whenever this is necessary for admission.

3. Pay €110 in concept of the registration fee for the programme. This fee will be discounted from the total enrolment fee and will only be returned when a student isn't admitted on a programme.

Once the fee has been paid and we have all your documentation, we will assess your candidacy and, if you are admitted on the course, we will send you a letter of acceptance. This document will provide you with all the necessary information to formalize the enrolment process for the programme.
